Add SPDX license identifiers to all Make/Kconfig files which:
- Have no license information of any form
These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:
GPL-2.0-only

Commit b6e96d0067d8 ("jbd2: use module parameters instead of debugfs
for jbd_debug") removed any need for a dependency on DEBUG_FS. It
also moved the /sys variables out from underneath the typical debugfs
mount point. Delete the dependency and update the /sys path to where
the debug settings are currently.

requested by Alexey:
"I think I gave a good enough arguments to not merge it.
To iterate:
* patch makes impossible to start using ext3 on EXT3_FS=n kernels
without reboot.
* this is done only for one pointer on task_struct"
None of config options which define task_struct are tristate directly
or effectively."

journal_info in task_struct is used in journaling file system only. So
introduce CONFIG_FS_JOURNAL_INFO and make it conditional.

Use fs/*/Kconfig more, which is good because everything related to one
filesystem is in one place and fs/Kconfig is quite fat.
