before check 'hwdev'
'hwdev' is checked too late and hwdev will not be NULL, so remove the check

When ethtool config rx-vlan-filter, the driver will send
control command to firmware, then set to hardware in this patch.

Set max_mtu/min_mtu directly to avoid making the validity judgment
when set mtu, because the judgment is made in net/core: dev_validate_mtu,
so to simplify the code.

It should also be regarded as an error when hw return status=4 for PF's
setting mac cmd. Only if PF return status=4 to VF should this cmd be
taken special treatment.

Currently pointer hwdev is dereferenced when assigning hwif before
hwdev is null checked. Fix this by only derefencing hwdev after the
null check.

Pointer hwdev is being dereferenced when declaring hwif , however, later
on hwdev is being null checked, hence we have dereference before null
check error. Fix this by assigning hwif and pdef only once hwdev has
been null checked.

In order to improve performance, this patch adds rx checksum offload
for the HiNIC driver. Performance test(Iperf) shows more than 80%
improvement in TCP streams.
