With all the header files out of the way, and the clock driver
converted to the common framework, nothing stops us from building
OMAP together with the other platforms.
As usual, the decompressor support is a victim here, and is
only available when CONFIG_DEBUG_LL is configured for the
particular board.

These have been indirectly included via asm/irqs.h that
has included mach/hardware.h unless SPARSE_IRQ is specified.
Let's move them to where the other OMAP serial defines for
8250 are.

For omap1, we'll keep mach/serial.h around for 8250.c hardware
workarounds. For omap2+, we no longer need mach/serial.h and
can make it local to mach-omap2.
