perf vendor events: Update SkylakeX events to v1.21
- Update SkylakeX events to v1.21.
- Update SkylakeX JSON metrics from TMAM 4.0.
Other fixes:
- Add NO_NMI_WATCHDOG metric constraint to Backend_Bound
- Fix misspelled error
