nvmem: imx: scu: fix dependency in Kconfig
Fix below error by adding HAVE_ARM_SMCCC dependency in Kconfig
ERROR: "__arm_smccc_smc" [drivers/nvmem/nvmem-imx-ocotp-scu.ko] undefined!
