drm/amdgpu: Add mmhub v1_8_0 ras err status registers
add new ras error status registers introduced in
mmhub v1_8_0 to log mmea and mm_cane ras err, including
MMEAx_UE|CE_ERR_STATUS_LO|HI
MM_CANE_UE|CE_ERR_STATUS_LO|HI
