perf: Cleanup for HAVE_SYNC_COMPARE_AND_SWAP_SUPPORT

Since the __sync functions have been dropped, This patch removes unused
build and checking for HAVE_SYNC_COMPARE_AND_SWAP_SUPPORT in perf tool.
