perf vendor events intel: Update icelakex to 1.24

Update events from 1.23 to 1.24 as released in:

  https://github.com/intel/perfmon/commit/d883888ae60882028e387b6fe1ebf683beb693fa

Fixes spelling and descriptions. Adds the uncore events
UNC_CHA_TOR_INSERTS.IO_PCIRDCUR_LOCAL and
UNC_CHA_TOR_INSERTS.IO_PCIRDCUR_REMOTE, while removing
UNC_IIO_NUM_REQ_FROM_CPU.IRP.
