i2c: shmobile/rcar: Restrict non-COMPILE_TEST compilation
Hardware supported by the i2c sh_mobile and rcar drivers is only found
on SUPERH or ARCH_SHMOBILE platforms. Restrict non-COMPILE_TEST
compilation to them.
