[media] ttpci: cleanup a bogus smatch warning
Cleanup this bogus smatch warning:
drivers/media/pci/ttpci/budget.c:635 frontend_init() warn: missing break? reassigning 'budget->dvb_frontend'
And document the fall through logic at the switch().
