staging: wlan-ng: remove unnecessary blank lines
checkpatch.pl complained about two unnecessary blank lines after an
opening '{' in prism2mib.c. Those were removed in order to get rid
of those warnings.
There are more issues pointed out by checkpatch.pl. Those require
additional work to be done.
