MAINTAINERS/MEMORY MANAGEMENT: add tools/vm/ as managed files
'tools/vm/' directory should be a part of memory management subsystem, but
MAINTAINERS file doesn't mark the directory so. Add one more 'F:' entry
for the directory to 'MEMORY MANAGEMENT' section.
