PM: Use proper ccflag flag in kernel/power/Makefile
Use the ccflags-$ flag instead of EXTRA_CFLAGS because EXTRA_CFLAGS is
deprecated and should now be switched. According to
(documentation/kbuild/makefiles.txt).
