x86/irq: Use hierarchical irqdomain to manage CPU interrupt vectors
Abstract CPU local APIC as an interrupt controller and create an irqdomain for it to manage CPU interrupt vectors. It's the base to enable hierarchical irqdomains on x86 systems.
