staging: r8188eu: move ODM_GetRightChnlPlaceforIQK()
ODM_GetRightChnlPlaceforIQK() is only called in one place, so move the
call to the single location and make the file static.
This lets us remove the hal/HalPhyRf.c and include/HalPhyRf.h files as
they are now empty.
