drm/amd/display: Update DTBCLK for DCN32
[Why&How]
- Implement interface to program DTBCLK DTO’s
according to reference DTBCLK returned by PMFW
- This is required because DTO programming
requires exact DTBCLK reference freq or it could
result in underflow
