staging: rtl8723bs: hal: Replace function _InitQueuePriority()
Remove function _InitQueuePriority as all it does it call
_InitNormalChipQueuePriority.
Rename _InitNormalChipQueuePriority to _InitQueuePriority for
compatibility with call site.
Issue found with Coccinelle.
