drm/amd/display: Add delay to improve LTTPR UHBR interop
[WHY]
Avoid race condition which puts LTTPR into bad state during UHBR LT.
[HOW]
Delay 30ms between starting UHBR TPS1 PHY output and sending TPS1 via DPCD.
