bpf: sync tools/ uapi header with
Seeing the following:
Warning: Kernel ABI header at 'tools/include/uapi/linux/bpf.h' differs from latest version at 'include/uapi/linux/bpf.h'
...so sync tools version missing some list_node/rb_tree fields.
