powerpc/32: activate ARCH_HAS_PMEM_API and ARCH_HAS_UACCESS_FLUSHCACHE
PPC32 also have flush_dcache_range() so it can also support
ARCH_HAS_PMEM_API and ARCH_HAS_UACCESS_FLUSHCACHE without changes.
