MIPS: Remove dead CONFIG_MTD_PB1550_BOOT, CONFIG_MTD_PB1550_USER
CONFIG_MTD_PB1550_BOOT, CONFIG_MTD_PB1550_USER doesn't exist in
Kconfig, therefore removing all references for it from the source
code.
