clk: imx: fracn-gppll: fix fractional part of PLL getting lost

Fractional part of PLL gets lost after re-enabling the PLL. the
MFN can NOT be automatically loaded when doing frac PLL enable/disable,
So when re-enable PLL, configure mfn explicitly.
