x86, arm64: Move ARCH_WANT_HUGE_PMD_SHARE config in arch/Kconfig

ARCH_WANT_HUGE_PMD_SHARE config was declared in both architectures:
move this declaration in arch/Kconfig and make those architectures
select it.
