tools headers cpufeatures: Sync with the kernel sources

To pick the changes from:

  a77d41ac3a0f41c8 ("x86/cpufeatures: Add AMD Fam19h Branch Sampling feature")

This only causes these perf files to be rebuilt:

And addresses this perf build warning:
