[POWERPC] pasemi: Kconfig for gpio_mdio
arch/powerpc/platforms/pasemi/gpio_mdio.c really depends on CONFIG_PHYLIB.
Add a config option for it, allow for it to be disabled if needed and fix
the dependency.
