drm/amdgpu: Fix ENOSYS means 'invalid syscall nr' in amdgpu_device.c
ENOSYS should be used for nonexistent syscalls only, replace ENOSYS with EOPNOTSUPP for reset handlers that are not implemented for respective ASIC.
