drm/amdgpu: Add SOC partition funcs for GC v9.4.3
Switching the partition mode configuration of ASIC is SOC level function rather than something at GFX core level. Add partition mode switch functions as SOC specific callbacks. Implement the XCP manager callbacks needed for partition switch for GC 9.4.3 based ASICs.
