Allow prime fds and at the same time block legacy handles for render-nodes in the surface reference ioctls. This means these ioctls can be used directly from prime-aware clients, and that they can be called from render-nodes. By default SVGA device creates nonmaskable multisampling surfaces, in which case multisampleCount of 1 means: the first quality setting of nonmaskable multisampling surface. Lets change it to make sure that the backends know that multisampling is really off.
