USB serial outside of the kernel tree can not build properly due to
usb-serial.h being buried down in the source tree. This patch moves the
location of the file to include/linux/usb and fixes up all of the usb
serial drivers to handle the move properly.

This moves header files for controller-specific platform data
from <linux/usb_XXX.h> to <linux/usb/XXX.h> to start reducing
some clutter.

Move common definitions for NET2280 to <linux/usb/net2280.h>, so that I can
use them in prism54usb (it is not merged yet, but I plan to do it soon).
