This patch removes "frequency" parameter from SCCNXP platform_data
and uses CLK API for getting clock. If CLK ommited, default IC
frequency will be used instead.

Typical usage of pdata.init/exit is enable/disable power and/or toggle
reset for the target chip.
This patch replaces these callbacks with regulator API.
