When calling debugfs functions, there is no need to ever check the
return value. The function can work or not, but the code logic should
never do something different based on this.

Use %u instead of using %d which looks signed but then won't
get signed output if using an unsigned variable. It doesn't
matter much, but be consistent.

The Free Software Foundation address is superfluous and causes
checkpatch to issue a warning when present. Remove all paragraphs
with FSF's address to prevent that.

Prefer the direct use of octal for permissions.
Done with checkpatch -f --types=SYMBOLIC_PERMS --fix-inplace
and some typing.
Miscellanea:
o Whitespace neatening around these conversions.

Where possible (all except for "11n_disable", which isn't valid in C)
rename the internal names for module parameters to be the same as the
externally visible names, to aid finding their use etc.

Some static checkers (e.g. smatch) complain if a non-constant
format string is used, even if that's a static const variable.
Since there's no impact on code generation, just change those
format strings to be macros.

When compiling with W=1, we get the following warning in debugfs.c:
/home/luca/iwlwifi/stack-dev/drivers/net/wireless/intel/iwlwifi/dvm/debugfs.c: In function ‘iwl_dbgfs_fw_restart_write’:
/home/luca/iwlwifi/stack-dev/drivers/net/wireless/intel/iwlwifi/dvm/debugfs.c:2313:6: warning: variable ‘ret’ set but not used [-Wunused-but-set-variable]
int ret;
^
Fix it by ignoring the return value in this case.

This enum is already perfectly aliased to enum nl80211_band, and
the only reason for it is that we get IEEE80211_NUM_BANDS out of
it. There's no really good reason to not declare the number of
bands in nl80211 though, so do that and remove the cfg80211 one.
