Since mqprio is a scheduler and not a classifier, move its offload
structure to pkt_sched.h, where struct tc_taprio_qopt_offload also lies.
Also update some header inclusions in drivers that access this
structure, to the best of my abilities.

Devlink features were introduced to disallow devlink reload calls of
userspace before the devlink was fully initialized. The reason for this
workaround was the fact that devlink reload was originally called
without devlink instance lock held.
However, with recent changes that converted devlink reload to be
performed under devlink instance lock, this is redundant so remove
devlink features entirely.
Note that mlx5 used this to enable devlink reload conditionally only
when device didn't act as multi port slave. Move the multi port check
into mlx5_devlink_reload_down() callback alongside with the other
checks preventing the device from reload in certain states.

The hns MDIO bus driver can perform both C22 and C45 transfers.
Create separate functions for each and register the C45 versions using
the new API calls where appropriate.

Currently, it used old rss size to get current tc mode. As a result, the
rss size is updated, but the tc mode is still configured based on the old
rss size.
So this patch fixes it by using the new rss size in both process.

Currently, the PF check the VF alive by the KEEP_ALVE
mailbox from VF. VF keep sending the mailbox per 2
seconds. Once PF lost the mailbox for more than 8
seconds, it will regards the VF is abnormal, and stop
notifying the state change to VF, include link state,
vf mac, reset, even though it receives the KEEP_ALIVE
mailbox again. It's inreasonable.
This patch fixes it. PF will record the state change which
need to notify VF when lost the VF's KEEP_ALIVE mailbox.
And notify VF when receive the mailbox again. Introduce a
new flag HCLGE_VPORT_STATE_INITED, used to distinguish the
case whether VF driver loaded or not. For VF will query
these states when initializing, so it's unnecessary to
notify it in this case.

Currently, it missed set HCLGE_VPORT_STATE_PROMISC_CHANGE
flag for VF when vport->overflow_promisc_flags changed.
So the VF won't check whether to update promisc mode in
this case. So add it.

For device supports RXD advanced layout, the driver will
return directly if the hardware finish the checksum
calculate. It cause missing L3E checking for ip packets.

Currently keep alive message between PF and VF may be lost and the VF is
unalive in PF. So the VF will not do reset during PF FLR reset process.
This would make the allocated interrupt resources of VF invalid and VF
would't receive or respond to PF any more.
So this patch adds VF interrupts re-initialization during VF FLR for VF
recovery in above cases.

The driver name is available in device_driver::name. Right now,
drivers still have to report this piece of information themselves in
their devlink_ops::info_get callback function.
In order to factorize code, make devlink_nl_info_fill() add the driver
name attribute.
Now that the core sets the driver name attribute, drivers are not
supposed to call devlink_info_driver_name_put() anymore. Remove
devlink_info_driver_name_put() and clean-up all the drivers using this
function in their callback.

resetting process
Currently, if driver is in phy-imp(phy controlled by imp firmware) mode, as
driver did not update phy link ksettings after initialization process or
not update advertising when getting phy link ksettings from firmware, it
may set incorrect phy link ksettings for firmware in resetting process.
So fix it.

Currently, the HNS3 driver reports the rss hash type
of each packet based on the rss hash tuples set. It
always reports PKT_HASH_TYPE_L4, without checking the
type of current packet. It's incorrect.

The hclge implementation of .adjfreq is implemented in terms of a
straight forward "base * ppb / 1 billion" calculation.
Convert this to the newer .adjfine, using the recently added
adjust_by_scaled_ppm helper function.

As the argument struct hnae3_handle *h of function hclge_get_dscp_prio()
can be other client registered in hnae3 layer, we need to transform it
into hnae3_handle of local nic client to get right dscp settings for
other clients.

Inject fault while probing module, if device_register() fails,
but the refcount of kobject is not decreased to 0, the name
allocated in dev_set_name() is leaked. Fix this by calling
put_device(), so that name can be freed in callback function
kobject_cleanup().

We tell driver developers to always pass NAPI_POLL_WEIGHT
as the weight to netif_napi_add(). This may be confusing
to newcomers, drop the weight argument, those who really
need to tweak the weight can use netif_napi_add_weight().

Currently, driver will always clear user defined field of flow director
in uninit process and sync flow director table in periodic task. However,
if hardware does not support flow director driver should not do those
processes, so add fd ability judgement.
The fd ability judgement in function hclge_clear_fd_rules_in_list() is
redundant, so delete it.

hns3_nic_select_queue()
Currently, when function hns3_nic_select_queue() converts dscp to priority,
it calls an indirect callback ae_algo->ops->get_dscp_prio to get priority.
However as function hns3_nic_select_queue() is in fast path, the indirect
call may cause degradation of performance. For optimization, this patch
moves dscp_app_cnt and dscp_prio from struct hclge_tm_info to struct
hnae3_knic_private_info, so they can be used in both hclge and hns3 layers.

When serdes lane support setting 25Gb/s or 50Gb/s speed and user wants to
set port speed as 50Gb/s, it can be setted as one 50Gb/s serdes lane or
two 25Gb/s serdes lanes.
So, this patch adds support to query and set lane number by ethtool
to satisfy this scenario.

FEC statistics can be used to check the transmission quality of links.
This patch implements the get_fec_stats callback of ethtool_ops to support
querying FEC statistics by command "ethtool -I --show-fec eth0".

To support tx packets to select queue according to its dscp field after
setting dscp and tc map relationship, this patch implements
ndo_select_queue() to set skb->priority according to the user's setting

For some new devices, the FEC mode can not be set to OFF in speed 200G.
In order to flexibly adapt to all types of devices, driver queries
fec ability from firmware to decide whether OFF mode can be supported.

For some new devices, driver can queries fec ability from firmware to

As some new devices may not support GRO offload and flow table director,
to support these devices, driver needs to querying capabilities of GRO
offload and flow table director from firmware. Whether the driver
supports these two features depends on capabilities.
For old device of version HNAE3_DEVICE_VERSION_V2, driver sets their
capabilities of these two features to fixed value.
Setting default features of netdev and debugfs also need to identify
whether support these two features.

Most drivers use "skb_transport_offset(skb) + tcp_hdrlen(skb)"
to compute headers length for a TCP packet, but others
use more convoluted (but equivalent) ways.
Add skb_tcp_all_headers() and skb_inner_tcp_all_headers()
helpers to harmonize this a bit.

initialization
Currently in driver initialization process, driver will set shapping
parameters of tm port to default speed read from firmware. However, the
speed of SFP module may not be default speed, so shapping parameters of
tm port may be incorrect.
To fix this problem, driver sets new shapping parameters for tm port
after getting exact speed of SFP module in this case.

Currently, settings parameters of schedule mode, dwrr, shaper of tm
priority or qset of one tc are only be set when tc is enabled, they are
not restored to the default settings when tc is disabled. It confuses
users when they cat tm_priority or tm_qset files of debugfs. So this
patch fixes it.

Currently tx push is also a ring param. So the original ring param print
info in hns3_is_ringparam_changed should be adjusted.

It's unnecessary to push link state to unalive VF, and the VF will
query link state from PF when it being start works.
