perf/x86/intel/uncore: Fix SKX CHA event extra regs

This patch adds two missing event extra regs for Skylake Server CHA PMU:

 - TOR_INSERTS
 - TOR_OCCUPANCY

Were missing support for all the filters, including opcode matchers.
