mmc: sdhci-iproc: add SDHCI_QUIRK2_HOST_OFF_CARD_ON for cygnus
The SDHCI_QUIRK2_HOST_OFF_CARD_ON is needed for the driver to
properly reset the host controller (reset all) on initialization
after exiting deep sleep.
