ftrace: Remove CONFIG_HAVE_FUNCTION_GRAPH_FP_TEST from config
Make HAVE_FUNCTION_GRAPH_FP_TEST a normal define, independent from
kconfig. This removes some config file pollution and simplifies the
checking for the fp test.
